
A major Catholic healthcare system faces Congressional testimony Tuesday after federal investigators uncovered bodies left decomposing in storage for over three years while families remained unaware their loved ones had died.
Federal Investigation Reveals Shocking Morgue Failures
CommonSpirit Health will testify before the House Committee on Ways and Means following a federal inspection that found systemic failures at facilities operated by its subsidiary, Dignity Health. The Department of Health and Human Services and Centers for Medicare and Medicaid Services discovered the California hospitals failed to notify families of patient deaths, complete death certificates, or properly process remains for dozens of deceased patients. Federal records show 11 bodies had been stored since 2022, 15 since 2023, and 19 from early 2024.
Vietnam Veteran’s Family Waits Over Three Years
Charles Wesley Harvey, a decorated Vietnam veteran and National Defense Service Medal recipient, died at Mercy San Juan Medical Center in summer 2022. His family received no notification until December 2025—over three years later—when they learned his body had been decomposing in cold storage. Local investigators located at least 180 similar cases, with one body allegedly held at an off-site morgue for three and a half years. During this time, the sheriff’s office wasted resources searching for people already dead in the hospital’s care.
Families File Lawsuits as More Cases Surface
Four lawsuits now target Mercy San Juan Medical Center, Mercy General Hospital in Sacramento, Mortuary Support Services of Northern California, and their parent companies. Another case involves 39-year-old Michael Gray, whose hospital records claimed he was treated and released in July 2021. His death certificate later revealed he died from a drug overdose. His family received no notification for approximately one month, and his mother’s 2022 lawsuit alleges his remains were neither autopsied nor properly preserved.
Hospital Blames COVID Backlog
Dignity Health maintains in court documents that death certificate delays resulted from COVID-19 quarantine protocols, which created a backlog of deceased patients in morgue storage. The explanation has done little to satisfy grieving families. Harvey’s son Jacob told investigators the hospital’s actions showed no dignity despite the company name. The congressional hearing will examine whether the nonprofit healthcare giant’s practices violated federal regulations governing patient care and family notification requirements.
